Barack Obama Proposes 2010 Student Loan Forgiveness Program and Repayment PlanPresident Obama's much anticipated 2010 State of the Union Speech had some very welcomed news for former and current college students dealing with massive student loan debt. His speech highlighted a new student loan forgiveness program. Here's the details of the plan and how to calculate your new payments under the student loan forgiveness program.

The plan proposes two significant changes to the income-based repayment plan that was passed by Congress in 2007 and introduced in July 2009. Under the income-based repayment plan, borrowers make monthly loan payments based on their annual salary, rather than the actual amount of their current student loan debt.

Former students who sign up for income-based repayment currently pay 15% of any income in excess of 150% of the federal poverty line for their family size. This present scenario means that a single borrower with no dependents pays 15% of whatever he makes over $16,245 annually.

Under the new Obama proposal, student borrowers' payments would be lowered to 10% of their incomes above the current established levels. A single borrower with an adjusted gross income of $30,000 and owes $40,000 in student loan debt, would see monthly payments lowered from $170 per month under the current system, to $115 a month under the new Obama repayment plan.

Whats different is that with the old plan, paying off $40,000 in federal student loans over the standard 10-year period require a much higher payment of $460 a month, assuming a fixed 6.8% interest rate.

President Obama also proposed in the his speech that the federal government forgive any balances that remain unpaid after 20 years. That's five years subtracted from the current system's  time of 25 years. The government will view any forgiven balance as taxable income for former borrowers who work in the private sector. As with the current rules, former students who go into the public sector will have loans forgiven after 10 years, and the forgiven balance will not be taxable.

Only federal loans such as Stafford loans and Direct loans are qualified for the Income-based repayment plan.

I would have loved it if Obama gave full forgive after 10 years to every student with the loan debt, not just public employees. Twenty years is a long time to wait and a lot of money in interest given away to greedy banks. I'm sure they can modify that law a bit later on. If this country is gonna get better from here on, you can't have a large population of students under such heavy debt because of the cost of higher education. Everyone has some kind of debt, but I'd rather spend my hard earned money on items that benefit me instead of massive loans. Give us former and recent college students a break government people.

I think the same benefit this Obama student program gives to graduates in public service positions should be given to those in private too. This just prolongs the situation. Everyone can't work for the federal government or state governments. The problem of student debt will go away a lot faster if all students are given the same benefit to have their student loan debt forgiven after 10 years of paying it. By then the banks and colleges will have made so much interest off the student accounts anyway. They're not losing anything. In think the mean greedy lobbyists were at work when this law went into effect. Obama can fight them as hard as he wants but in the end they always get some kind of benefit from the lawmakers they finance. Money really does talk.

I'm an independent minded college student and registered Independent, and I gotta say I'm really turned off to how conservatives have treated the President trying to fix what is the worst economic period since the Great Depression 80 years ago. I was watching CNBC or MSNBC it was in the morning and they had one Democratic senator and one Republican senator arguing the TARP bailout to banks. What struck me was when Richard Shelby, the senator from Alabama said he din't believe Obama should have bailed out the financial institutions. Thats fine to have an opinion like that, but he had no alternative solution to save our crippling economy. The host ask him well, wasn't it better to bail out the institutions to prevent an economic meltdown since they tied so closely to the economy, rather than not do anything not knowing what could have happened. His ignorant response of course was, that we don't know what would have happened even without the TARP, but if the big banks did fail it would still be OK, because economies do go bad but eventually they bounce back. My jaws dropped to the floor listening to that guy. He would have rather took a gamble on the American economy getting crushed and coming back by chance and luck, rather than than trying something like the TARP to prevent an economic catastrophe that could have sent us into another Great Depression. Unbelievable how these old Republicans think. We definitely need fresh blood and less selfish thinking in that Congress to help bring the change the country really needs. Our debt is record high but there are so many huge problems to be fixed and it takes a lot of money. Lets not forget that the National Debt would not be so high if we weren't left with it to begin with from that previous moron and war criminal named George Bush.

Chris you sound like the typical conservative type. Always shouting fiscal responsibility but never having any real solutions to help the financially strapped citizens in America. The republicans would never have done something like a Student loan forgiveness program because it doesn't fit their agenda to promote bills and laws that benefit the wealthy five percent in this country or the big corporations in their back pockets. Republicans shout less government and more fiscal responsibility, while passing laws that stifle the average Joe who'll never crawl out of debt, even when they turn 70 years old. That's how the system is setup, to keep people like debt laiden college students in debt for the rest of their life. People like Chris and his ignorant statement are very with the status quo and they are called REPUBLICANS, THE PARTY OF NO, AND NO SOLUTIONS. Thank god for a once in a blue moon President like Obama who is willing to sacrifice something for the good of the other 95 percent of Americans who can't light expensive cigars with one hundred dollar bills.

What do mean where's the money coming from. Don't be ignorant. This isn't like some sort of bailout like what the banks got with taxpayer money. To get your loan forgiven you have to earn it. It's a trade off. Students have to work in the public sector or perform other forms of public service in exchange for it. This isn't a handout Chris. read the full details of the program before tryin to crucify the guy for helping broke middle-class college graduates. You obviously have no idea what it's like having a massive educational debt that you had to take on to get a first class education. Not everybody's born with a silver spoon in their mouth or were fortunate to get a full ride in scholarships to college. Many students graduate owing well over a hundred thousand dollars or more to secure a masters degree or a PhD. This is the first time any President has done anything like this for American students. Selfish thinking like yours need to die quick and never be remembered.

I'm not a 100% too excited about the loan forgiveness program. It's a really great program, but I don't think it's fare that you get your loan forgiven after 10 years only if you work for the government. But if you work in the private sector you have to wait 20 years? That's a really long time, and not everyone wants to work in the public sector.

I don't know how many ways I can say how happy I am about the STUDENT LOAN FORGIVENESS PROGRAM BY THE OBAMA ADMINISTRATION. I can finally breathe a little easier especially knowing mine will be all gone because I work as a federal employee. Mr president, thank you for Healthcare, thank you for student loan forgiveness, and definitely thank you for keeping your good promises, something very rare among politicians.

Thanks for the info. Now I know how to estimate my loan payments under obama plan. It still ain't perfect but it's way better than anything we've ever had before
